I worked on foreskin restoration for a few years with some success. I used various PVC tube joiners to place on the head and stretch the skin up the sides as far as I could. As the foreskin got longer I found longer cylinders (or taped two together, end-to-end). I avoided the temptation to use anything wider than the head of my penis - I was afraid I'd end up with a floppy foreskin if I did. It turns out that when my dick is small, the foreskin will naturally cover the head and is usually tight at the end. When erect, I can cover the head, but it wont cover it on its own.

Duct tape is best, but you might want to shave or trim so youre not pulling out hairs. Electrical tape also works. You can put some tape over then end of the tube that is going to rest on your head so its more comfortable. It will also keep the tube from sliding down over the head. If you want, you can make a hole in that tape so you can still pee through the tube without having to un-tape and re-tape yourself. Then you can leave it on all day and/or all night. Your morning hardon will provide some more-intense stretching.

One drawback I noticed: The most sensitive part of my penis (under the head) tends to be covered now so I have a harder time reaching orgasm. And remember, the skin they removed was the most sensitive. That wont grow back. All youre doing is stretching the skin you currently have.
