opening time can very based on Cape Canaveral launch schedules. The road to the beaches always closes before and during launches. If the rocket boosters are returning to Kennedy Space center the park may not be open at all. You can find launch schedule here;
You can drill down on individual launches to see where SpaceX booster is scheduled to land.
