If the person on the other side of the door reports it can you be arrested or ticketed? Ive not been able to find a black and white definitive answer

It does vary by state. Don't know the laws in most states myself.

Fortunately over here in the UK it would not be against the law, as you are allowed to be naked in Public
I wish that there was a black and white answer to the question. While in many places it might be illegal to answer the door naked, does not mean that you would get in trouble if you did answer the door naked. It depends on the law and if anyone reports your "indecent" behavior. While I would and have answered doors naked, I have never really done it in a way that anyone would see anything until they entered pass the threshold of my door.
