It's a bit of a drive but if you can make it out to Assateague there can be opportunities to enjoy the beach/refuge nude. You have to be careful and stay on the MD side but I've read about people going there. You've got plenty of company in the Baltimore/DC area. Just do a search and start chatting with people.
