There are no legal options on the OBX. That said, Ocracoke and Pea Island are long known for skinny dipping. I don't know what things on Ocracoke are like since the storms a while back, I would look for a current beach report somewhere. Pea Island has had tickets issued for public nudity in recent years. Anywhere north of Pea Island is far too crowded.
