A prediction:
women's breasts will be seen on the TV more then on the public way. Think of the barriers that existed just in the 60's and 70s. On TV shows, the couples always had twin beds and I dream of Jeanie could not show her navel. Censorship was rampant. Today women in underwear are seen all the time in commercials and there is even a commercial for a razor to shave pubic hair. It is now ok to see the human butt on TV. Legislation will not succeed because there are too many old conservatives on the various Fedeal Courts. A case for the right to go topless would have to be appealed from the Federal Circuit Court to the Court of Appeals for that federal circuit. Since some have already ruled in opposite rulings, The next appeal will be to the Us Supreme court. But they will refuse to hear it. Or will rule that it is up to the individual states to allow or not. Slowly but certainly the TV people will be like Europe is and you will see more nudity. The Caribbean is almost all topless beaches why aren't so many of the Us?
In Spain nudity is a legal right though there does seem some effort to change this in some area.There is a beach front town which is nudist friendly and it is possible to wander the streets and into bars naked. Also I have taken the opportunity to lock my clothes in the car and wander through some streets close to the beaches nude on occasion.In the UK you can be Nude as long as youre not causing offence to anyone. As such Ive been topless on beaches and things (which certainly isnt the norm here). Ive never had too much of an issue. Also the same for walks and things in the middle of nowhere or in a quiet corner of a forest, its not illegal just generally frowned upon in everyday situations.I love the Spanish take on this which is even more open, maybe the weather also helps more people take advantage of the laws on nudity. I visit Barcelona quite a bit and being topless on the beach just yards away from posh restaurants, high-street shops, and tourist attractions is commonplace. Add to that the beach bars where its perfectly acceptable to get a drink still topless and you can see how generally accepted being topless is.Luckily Barcelona has its own nudist section on the beach, but Ive been to nearby places along the Costa Brava/Costa Dorada which dont have a designated nudist section and nobody really bats an eyelid if Im naked on them. Its not overly common and you dont really see too many other nude but its perfectly legal.
Being topless ( or nude) should be normal. I understand that not all are equal and some men will ogle at a naked or partially naked woman (or guy) which may make them feel uncomfortable which is a damn shame. My lady has small breasts and has no reason to need to wear a bra but feels she has to cover up from guys looking at her nippleshow sad is that ?
There are plenty of designated nude beaches along the coast here, of course we use them but If Im honest I prefer non-designated ( as many do) because I hate being boxed in to one area tucked away.
Nudity is normal ! People that think otherwise need to get their minds out the gutter.

If nudity were the norm, essentially everyone would become completely desensitized to it.
In societies where people grow up with nudity, no one thinks anything about it until Christian missionaries come along and teach them that their bodies are dirty, disgusting, shameful, indecent, and immoral.

I think it's the fault of Madonna. In the 70s all girls and young women went without a bra. Wearing a bra was old-fashioned. They burned their bras to protest against social pressures. The overriding majority was topless at the beaches and the open-air swimming pools. And then came Madonna with her photos and videos in lingerie. And suddenly it was modern to wear a bra.
I have never understood this either. I love spains take on nudism. I wish it was more open here but it does seem more nudist resorts and clothing optional places are popping up which is nice. I remember being pretty vocal about it in HS that it wasn't right that the guys were able to play sports especially cross country and track without shirts on but girls couldn't even practice with sports bras on. It had to be fully covered. I never took my shirt off for this reason. I didn't think it was fare at all.
I live close to 2 small universities and almost all of the men run shirtless if it is warm enough, Many of the women are in sports bras or halter tops,
I have been to a topless beach. I was not shocked or offended. Fat was still fat, thin was still thin tall, short, big breasts and small. nobody cared.What about the females breasts?
What about, what about them? Your question has no meaning. Yes, most women have them and some of their partners get to enjoy the view. In nudism we can all enjoy it!
