Wouldn't nude be even more embarrassing?

A lot would depend on the circumstances.
I have actually done both and yes, I felt more comfortable nude than I did in my underwear.
In 2012, I participated in the No Pants Day held in Los Angeles. For those who may not be familiar with this annual event, large groups of people gather at various metro stations dressed normally except for not wearing any pants and converge on Union Station. That year we then rode the subway from the station to Sunset Blvd. where we walked down to the Chinese Theater. In the attached picture I am the one in the red boxer briefs. (Note, they made it clear nudity was not allowed. I had to go out and buy some underwear for this event).
In 2010 I did my first WNBR Los Angeles. I would be lying if I said I was not nervous about being nude in public for the first time but surprisingly, after less than 5 minutes into the ride, it felt like the most normal thing to do.
Since then, for me, being nude in public is no big deal.
The attached picture was taken after the 2015 ride.
When you are in public in your underwear, you are actually drawing attention to that piece of clothing.
When you are nude in public, it is your whole body that is the focus.
One other thing I would also like to point out. In both events, the public had no problem seeing and interacting with people either in their underwear or nude.
I guess it depends if your choice of underwear is as socially-challenging as being nude!
I did once see a 40-ish lady at the busy suburban beach wearing a matching bra and knickers: a 'pretty' style, fully covered and not sheer but definitely bought in the lingerie department rather than the swimwear one. I thought it a little odd but couldn't say it was wrong.
I've worn suits to the beach that were sold as underwear (cheap Chinese in this case) but passed my test to plausibly be swimwear. I guess some underwear is obviously so and wouldn't use it for anything else but, say, satin boxers could be okay.
My dream way back then had me in a strange pair of navy blue y-fronts that somehow found their way to my underwear drawer. I grew up wearing basic no-fly briefs otherwise so I found them strange, so that may have led to them featuring in my young dreams.
I rarely recall dreams, but I had a funny store experience last fall. I was staying with some nudist friends, and stopped into a local store that features men's swimwear and sportswear. The clerk/owner is very casual about nudity himself. Since I was the only one in the store when I was trying swimsuits, I left the dressing room nude to get a different size. In the meantime, a male couple came into the store and saw me . I didn't pay any attention, but when I was introduced to some guys at a dinner party that evening, they grinned and mentioned that we had already met in a way. They were the guys at the store. It was pretty funny. It wasn't a nude party, BTW.

In my opinion, anyone who can tell the difference between boxers and gym shorts is looking too closely.
I did have a situation a year or two when I was wearing short gym shorts and a t shirt for a video call of one of my volunteer organizations.
I stood up to get something and someone on the call said " If you're going to wear boxers for a video call, don't stand up."
I replied that they were gym shorts and I never wear boxers for video calls.
I didn't tell them I don't because I don't own any underwear!
