This article below says that this morning a tourist has been seen swimming naked and then walking around the beach naked in Vlora. The article also mention that there have also been other reports of tourists roaming naked on beaches in Albania....
I found this by chance. It's from 22nd September 2017. I think April-May, and September-October could be the best time at the moment to try nudism in Albania hence the beaches are not that crowded, and until there'll be official nudist...
