UK Nudity Law

One big problem for UK nudists is that the law itself so vague that quite often you simply don't know where you stand. Nudity itself is not an offence unless it actually offends somebody. Even then courts are reluctant to pursue cases because magistrates often don't understand the law. All beaches are legally Clothing Optional but only a tiny number are officially designated as naturist beaches.
Culture and climate are generally bigger deterrents to naturists than the law itself.

The majority of naturists are not willing to assert their rights, not being certain of those rights doesn't help, because we don't like confrontation. I have started petitions and written to MP's about naturist matters and reply is always non-committal. Naturist rights only matter to naturists themselves they are in a minority. Whether or not a beach is declared officially naturist is a matter for local authorities; a few are sympathetic but most are not. This hostility is reputably down the fact that some naked people do behave inappropriately so this simplest answer is to come down hard on everyone.

I may be wrong here but I believe that most beach nudists are opportunist nudists who do not want to get involved in club or go to resorts. They simply want to swim, sunbathe and stroll clothes free when it is appropriate; the problem is that there are so few appropriate places.

Most laws follow the principle that if a pursuit does no harm there is no reason to make it illegal. Choosing to be naked does no harm to anyone so there is no reason to make it illegal. The harm is caused by people objecting and not by the naturists themselves.

Harm as you rightly point out is done by non nudists - even if they themselves are naked!!
It is not nudism which has lost us Holcome but the sexual antics of the naked people there.
