Why aren't their more indoor nudist options? If there are please share. Honestly, I avoid the sun to minimize my chances of skin cancer. So, more indoor activities would be great. A gaming complex (think Dave and Busters in the U.S.) is the first thing that comes to mind. A place with bowling, pool, video games, go karts, etc. Maybe a theater could have a nude movie night. States with legalized gambling could have nude casinos. I suspect some savvy entrepreneur could make some money with something like this.
You should first make inquiries of places that interest you to determine if it is feasible to rent the venue for a private group. Then you would need to get a group of people together and make it happen. Its not complicated, but its also not easy.
Club Orlando is an all male clothing optional facility with an indoor gym, sauna, steam room and video lounge, as well as outdoor pool, hot tub and sundeck. I have never been to the one in Orlando but have been to Club Fort Lauderdale. They cater primarily to gay men, but all orientations are welcome.
I think it's economical not interesting to establish some business only for nudists in general, like nudist mall or something.
If you like to dance and party maybe you can have a look at the club scene in your region. Some dance clubs offer events with dress code "sexy", "skin*, "hedo" or even "nude" where you maybe are accepted completely undressed. Maybe if you like this kind of fun, you can give a try. Sometimes nude single males are not accepted or have to pay a way bigger entrance fee, so my advice would be to go with a like minded female.

The answer to your first question is that nudity was only one part of modern naturism when it began in Europe at the turn of the 20th century. It was more of a back to nature movement meant to help Europeans escape urbanization and industrialization and all the social physical and psychological ills that came with them. Over time less of that focus has been promoted, and large urban centers are now standard all over the world.
Travel clubs often have indoor activities in the winter like those you mention. Indoor swims, hotel take over and games night to name a few examples. Look up the travel clubs in your area. He naturist resort are typically open year round and similarly have indoor activities during the winter.
It is hard in the current social environment in US for any individual to just start doing that and charging money for it. An established group has more credibility and will draw somewhat less scrutiny. Many establishment dont want to liability of allowing groups to use their facilities for nude activities. It takes time to find places that are and to build the trust needed for that so it isnt as simple as it sounds.
