There were two men there from Italy (one of them told me so and they also had strong Italian accents) who were wearing extremely small swimsuits that barely covered the "essentials." My thought was, what's the point? Everyone else is nude. Your swim suit really isn't covering anything. Why do you even have it on? What do you have under there that's so secret? That was all in my head.
I asked one of them why he was bothering to wear a swimsuit that was so tiny when he didn't need to wear anything at all. That just made him nervous and I didn't get much of an answer. I dropped it.

Our 50's- 60's suits were much briefer than today's and they were replaced by suits the became baggier and covered more. And it did not stop with swimwear, think basketball uniforms, and running shorts too.

I would and I have. I refuse to wear board shorts. When I can Ill wear a tanga cut or in one case even a thong, sometimes a speedo. But, more often my wife will insist on shorts, but the swim shorts I have and will wear have an inseam around 2-3 inches and the liner is cut out.

I live near 2 universities and many of the young men that I see running are wearing very short shorts, often with split sides, and many are shirtless in warm weather!

I think that maybe he was interpreting your comment to mean "Hey, let me see your dick!" and assumed that he was being propositioned. When two cultures meet, there's always the opportunity for misunderstandings like that.
I can see one reason for wearing those tiny swimsuits: they provide some testicular support for guys who need it, for the same reason we used to wear jock straps under our athletic wear.
But I think that the public demand for wearing things like board shorts comes from the fact that such swimwear tends to conceal the size of a man's penis, and you can't deny that this is a huge obsession for some folks. (Look at all the forum discussions, and the groups, and you'll see that this is the case.) So the people who dictate swimwear standards at public beaches probably want to head off this concern in advance, and make all men feel welcome regardless of their endowments.

I'm pretty certain that was the case. And, as I said, I dropped it.
I was pretty new to nudism and clothing-optional beaches at the time. I did not considered myself a nudist then.
It just seemed really odd to me that these two guys were having a great time playing on the beach with all of these naked guys and they were, themselves, essentially nude -- but not quite. The only other guys on the beach who were not nude were the perverts who sat off at a distance and enjoyed the free, live porn.
All the other guys with swimsuits on were on other beaches.

Perhaps it was because swim suits that small are not allowed anywhere except on a nude beach.
Gunnison is the only legal nude beach in NJ. While most of the people there are nude, there are some topless women and people of both genders wearing g-strings. I would assume that it is because that is what they like to wear at the beach, and no beaches in NJ allow anything that revealing.
New York does allow women to be topless at parks and beaches, but very few are.

So California is tolerant of g-strings on clothing required beaches? I know California is a liberal state. NJ is also in many ways, but attire is not one of them.
