A prediction:
women's breasts will be seen on the TV more then on the public way. Think of the barriers that existed just in the 60's and 70s. On TV shows, the couples always had twin beds and I dream of Jeanie could not show her navel. Censorship was rampant. Today women in underwear are seen all the time in commercials and there is even a commercial for a razor to shave pubic hair. It is now ok to see the human butt on TV. Legislation will not succeed because there are too many old conservatives on the various Fedeal Courts. A case for the right to go topless would have to be appealed from the Federal Circuit Court to the Court of Appeals for that federal circuit. Since some have already ruled in opposite rulings, The next appeal will be to the Us Supreme court. But they will refuse to hear it. Or will rule that it is up to the individual states to allow or not. Slowly but certainly the TV people will be like Europe is and you will see more nudity. The Caribbean is almost all topless beaches why aren't so many of the Us?
Does anyone take advantage of the legality? I cannot recall anyone walking around like that outside of a CO environment. Only when playing out.
In Spain nudity is a legal right though there does seem some effort to change this in some area.
There is a beach front town which is nudist friendly and it is possible to wander the streets and into bars naked. Also I have taken the opportunity to lock my clothes in the car and wander through some streets close to the beaches nude on occasion.

In the UK you can be Nude as long as youre not causing offence to anyone. As such Ive been topless on beaches and things (which certainly isnt the norm here). Ive never had too much of an issue. Also the same for walks and things in the middle of nowhere or in a quiet corner of a forest, its not illegal just generally frowned upon in everyday situations.
I love the Spanish take on this which is even more open, maybe the weather also helps more people take advantage of the laws on nudity. I visit Barcelona quite a bit and being topless on the beach just yards away from posh restaurants, high-street shops, and tourist attractions is commonplace. Add to that the beach bars where its perfectly acceptable to get a drink still topless and you can see how generally accepted being topless is.
Luckily Barcelona has its own nudist section on the beach, but Ive been to nearby places along the Costa Brava/Costa Dorada which dont have a designated nudist section and nobody really bats an eyelid if Im naked on them. Its not overly common and you dont really see too many other nude but its perfectly legal.
More or less the same in the Netherlands, although the weather isnt very stimulating, as long as you keep low profile and not just in front of the beach entrance you can sunbath naked nearly everywhere .
Most beaches have designated nude areas, and of course those are preferable, but if not, just seek for a more or less quiet and (partly) hidden place and go nude
I live in one of the most liberal southern towns Austin Texas and we still only have Hippie Hollow as a legally nude beach and there is a topless area (although I haven't seen any topless in years) at Barton Springs downtown off Ladybird Lake. So despite being 'open' topless still isn't being embraced. I'm all for it and really love getting by naked where I can (but of course usually risking it being illegal). Lets support total nudity as well. AustinJohn
Sadly here in Queensland Australia, one of the warmest year round climates on the planet, public nudity is still illegal. This includes even when on private property if you can be seen from a public space.
I don't believe laws have been changed in any regard to topless for women - but the law and authorities seem to be dialled down on this due to the support around breast feeding (breast is best initiatives etc).
At the beach frequented by local nudists, whenever there is a police raid its the men who get the charges....
