Quarantine Flag within the US

Rhode Island has taken the 14 day quarantine to the water.
Out of state boats arriving at the RI shoreline "will have to stay on their boats and quarantine for two week before going ashore" according to RI Dept of Environmental Management. Municipalities have been asked to post sentries at their harbor entrance.
Although the 14 day quarantine is required before going ashore, there is no mention if a boat can hoist anchor and leave once under quarantine.
At the bare minimum I'll be carrying a quarantine flag.
Has anyone heard further detail or if other states are implementing similar rules?

Flew our quarantine flag while at anchor on the RI shore. Beaches are officially closed however numerous people were spread out along the beach and several boats were at anchor. Everything seemed normal.
