There IS a nudity ban in San Francisco, but it is very minimal. You only need to cover your front genitals in order to be legal. Also, exceptions include any city sanctioned event, i.e. street fairs. That's why you see a lot of total nudity at Folsom, Dore Alley, and Pride.
On any given day, you may encounter male (mostly straight) Nudists in the Castro wearing small fabric coverings over their cocks. Sometimes you'll see them on Haight Street too. When I lived in the Castro, I would put on sock on my cock.
