My cam has a small light when its active. Should I be more concerned?

YES!!!!

You will see that most I.T. technicians have tape over their cameras. That's because if someone hacks your PC it possible to disable the LED. That means that can watch you without you knowing, and can for example look to see if your how is worth robbing.

They of course need to be able to hack your PC first, then find where you live (although if they've done the first part, the second could be easy)
