I think you OP and title could be misleading. Are you talking about genital piercings or a silver ring attached/placed over the balls/c0ck to trap blood and maintain an erection?
My take-genital piercings are harmless. What is offensive is someone with a bonor, ring or no ring.
C0ck rings can only be worn for a short time anyway, so you'll unlikely encounter those.

If it's a mixed gender setting I think they're out of place. In an all male environment not so much although I wonder about the person's motivations. Why wear it unless there's some underlying agenda. Or is it just a piece of jewelry?

I've seen guy wear them at the beach. I don't keep count or really spend that much time staring at genitals, but sometimes you notice.
I just wonder if that's really the part of your body where you want a tan line.

We have a beach where discrete nudity is practiced. I was
there a few weeks ago and a guy came bye and stripped down and
proceeded to walk further down the beach. I noticed he carried his
shorts with him so did not think much of it.
A while later I looked down the beach and he was returning but
still 150 yards away. I could not tell if he was dressed but
saw a bright glint at his waist. As he got closer like a lot
closer I saw that he had a blue cock ring and maybe 3 inches of
ball stretchers on that were shinny steel.
I don't really care about the hardware as I have a frenum piercing
myself but It was real easy to see that he was not dressed.
Maybe
not the place to wear it?

If it's a public nudist beach then anything goes as far as nudity and decoration/bling. If it's at a club then abide by their rules or don't join.
